Is the HSC Process Responsible for our lack of Innovation as a Nation

 
In terms of the proficiency of our students, according to the Global Innovation Index, Australia ranks 20th in the world, which is pretty distressing for a country like Australia. This has led observers and experts to question whether the Higher School Certificate (HSC) process is responsible for our lack of Innovation as a nation, and hence the relatively low ranking.
